Background
The Waterfront Study, a community-supported vision for the integrated development of all publicly accessible parks, trails and open space along the India Basin waterfront, covers the following sites:
- The 900 Innes property, newly acquired by the City and County of San Francisco
- India Basin Shoreline Park, owned by the San Francisco Recreation and Parks Department (SFRPD)
- Build Inc.’s proposed Big Green Park at 700 Innes
- India Basin Open Space, owned by SFRPD
- The future Northside Park, part of the Hunters Point Shipyard/Candlestick Point development plan
- Hunters Point Shoreline, a 100-foot-long shoreline zone owned by Pacific Gas & Electric
- Heron’s Head Park, owned by the Port of San Francisco
The study will ensure that all seven sites look, feel and operate as a coherent system. It will include specific proposals for programming, public access and circulation, signage, habitat restoration, ecological and sea-level rise, public-private funding and stewardship strategies.

Mayor Edwin Lee, District 10 supervisor Malia Cohen, and Philip Ginsburg, general manager of the Recreation and Parks Department, invited more than 30 Bayview community stakeholders, regional organizations, and local property owners to guide an ambitious park and open space programming and design process for India Basin. This effort builds upon the great work done over the past decade by community groups to envision the future of India Basin.
